It this tutorial, I'll give an alternative way to change one part of an image, inserting an animation.
It would work just as well with hair, backgrounds, cloths, jewelry. Use your imagination

I also used a larger image to start with (500x500 max) then scaled it down in the end. This was to
reduce the cut out effect and make it look smoother.

For this, I've used the groovy rainbow effect on the eyes of this cat to produce a crazy look:

For this tutorial, I had to use a lot of clipboard management, swapping images with the clipboard, so, be sure to follow along.

1. Uploaded the cat photo

2. Edit -> Copy image to clipboard
to save a normal copy of the cat.

3. Animation -> Groovy Rainbow animation

4. Edit -> Swap image with clipboard.
(clipboard now has groovy animation)

5. Edit -> Crop image.
I changed the "Cut Shape" to circle, and then highlighted an eye
I then clicked "Cut Selection" button. This cut out one eye. (like making a mask, cutting out the eye hole)
I then repeated the process for the other eye.

(notice that the eyes are transparent)

6. Edit -> Swap image with the clipboard
(to bring back the groovy pic)

7. Edit -> Paste image from the clipboard
(to paste the normal cat mask on the groovy cat)
I had to line up the original image with the new one to make it look good.

8. Edit -> Scale Image
Resized image to a slightly smaller image.

9. Animation -> Animation Settings
Changed animation speed to make it a bit faster
