i saw a pic on line, the eyes were really bright with a hint of stars in the eyes any idea how this happened

this was achieved on adobe photoshop, the stars in the eyes is actually a brush.

nope,
photoshop is not a function, you have to buy it.
although if you can figure out a way to do something like that on here let me know :D

OK I kinda of have it figured out, I went to swimchick.com and pulled a "dusty back ground" and pasted it over my eye, changed transparency to 30 %. Second I found a similar back ground cropped it into a circle and then placed it over my eye and changed the transparency so I could still see my eye but the color showed through hope this helps
